Removes all mention of the command line argument. Updates tests to expect
support by default. 

The uploaded patch is dependent on the kqyang's CL for MP4

I've changed this now to give a real answer based on querying libvpx for its
capabilities. Originally that piece was simply missing, hence "maybe" result. We
don't support the high bit depth profiles on arm/mips:

Tests are updated. This also had implications for some of the browser_tests
