The problem is loadUrl is called and isShowingNewTabUi returns true until the
sheet is fully closed.  I didn't want to change that logic as it looked like a
bunch of animations were triggered off of that.  This seems like something
Theresa will rewrite correctly, but this seemed "not hugely horrible".  That is
pretty good right?

lgtm, we are starting to run into a lot of state based problems like this. We
should figure out how to clean this up some before it gets out of hand.
