install-build-deps: Remove dpkg armhf architecture

install-build-deps: Remove dpkg armhf architecture

No armhf binary packages are needed, so this CL removes 'dpkg
--add-architecture armhf'.  Only armhf cross-compiler tools are needed
(for the host architecture).
