input: Remove now dead code.

With the updated code for dispatching synthesized input events during
telemetry tests (crrev.com/472595), InputRouterClient::DidFlush() and
InputRouter::RequestNotificationWhenFlushed() are no longer needed. So
remove the associated code and tests.
