I'm making this change first to unblock wpt import (specifically,
http://crbug.com/722550).

I'm expecting the first set of try jobs to fail with some timeouts, including in
http/tests/notifications/serviceworker-notification-event.html.

Then I'm expecting to update expectations. After this is done, I think that
auto-import should work.
