this is a very short CL to let AVDA use the overlay routing token, now that both
the factory and routing token CLs have landed.  it doesn't actually cause AVDA
to ever get a routing token, since WMPI won't send one.

so, it's a no-op change unless one sets the kUseAndroidOverlay switch.
