I don't think this changes the logic, but I'm just checking - when would
GetFrame() return nullptr, and if so what should IsInert return?

It should be fine to remove that condition, on the basis that this code
shouldn't be reachable for a Document with a null frame_ pointer. If any tests
prove me wrong I can change it back.
