[Telemetry] Increase sharding timeout to 2.5 hours from 2 hours.

Loading.desktop is currently timing out. Temporarily increasing this
timeout until we can get it to not time out.

Just had to change 2 values in unit tests to the new hard timeout value. Fixed
and trying again.
