Moved InstalledAppProvider Android impl from content into chrome.

This is necessary to allow the implementation to use Android Play
services.

This was requested by Maria (so adding Maria as reviewer, who also incidentally
owns all the new code locations). Ted for owners to confirm that this move is
sensible.

My only concern is that on content_shell and other non-Chrome builds (on
Android), there will no longer be any InstalledAppProvider implementation. I can
live with that though.
