chromeos: enable MouseCursorEventFilter for mushrome

chromeos: enable MouseCursorEventFilter for mushrome

Now that mushrome creates a WindowTreeTreeHostManager it can create a
MouseCursorEventFilter. Also updates test expectation as a bunch of
tests were relying on this.
