Move @TargetApi annotation to AndroidBatteryManagerWrapper

Move @TargetApi annotation to AndroidBatteryManagerWrapper

BatteryStatusManager.updateBatteryStatusForLollipop only calls the
Android L+ API BatteryManager.getIntProperty through
AndroidBatteryManagerWrapper so this annotation should be moved there.

We could also put the annotation here since I 
see no uses of this class except for getIntProperty()?

As a matter of fact, perhaps we could just remove this 
class, since the only functionality if to hold on to the 
BatteryManager and to route getIntProperty() (the
@TargetAPI annotation would move to 
updateBatteryStatusForLollipop() then).

The wrapper is used to enable testing without Robolectric.
