Print warning if IIR filter is unstable

If the specified IIR filter is unstable, print a warning message to
the console.  However, the IIR filter is still created successfully.

The red bot has an extra console message because the test IIRFilter is unstable.
I'm fixing that to be stable since it's not important what the filter actually
does.

Not sure what the purples are about.

The linux bot failure is unrelated to this change
(ChromeTracingDelegateBrowserTest.BackgroundTracingThrottleTimeElapsed)
