Update global interface listing for web payments API on desktop.

This patch updates the global interface listing after PaymentRequest was
enabled on additional platforms: Windows, Mac, ChromeOS, Linux.

PaymentRequest is enabled on Linux too, right?  Don't you need to update
LayoutTests/webexposed/global-interface-listing-expected.txt too?  Note lunalu@
is planning on fixing this platform/ mess in https://crbug.com/711292

Regardless if this passes the bots then LGTM (IIRC Linux will actually use the
win file if no linux file exists, we just need Luna to save us from this
complexity <grin>).

I guess the reason this broke the build and got disabled is that it was only
chromium code that changed to enable payment request on desktop and so the CQ
didn't think it needed to run the layout tests.  That's a pretty rare situation,
I don't think any further action is necessary.

Yes, the API is enabled on Linux as well. It's passing with the patch, so I
guess you're right that Linux is using win expectations.
