Looks like the last live usage of UserGestureUtilizedCallback was deleted in
https://chromium.googlesource.com/chromium/src/+/60b7754704a8fd81b0a010ce253b...,
this just removes the plumbing and unit tests, and moves callers of
UtilizeUserGesture() over to ProcessingUserGesture(), which does the same thing
if there's no callback.

OK LGTM

I had left it there thinking we might have cases in the future where we wanted
to measure this again (and it was quite a pain to identify which call sites were
"utilizing").  But it's a nice cleanup and given where mustaq@ is now trying to
take user gestures, it seems less likely to me that we'll need this (and if we
do, we can always get it out of history).
