This CL involves both QUIC and SPDY changes. There're usually two ways, either
you could leave that to SPDY team to merge or we could also merge this. 

Since you're already halfway, how about complete the full merge in the Final CL?
Leaving this CL partially merged might be okay but might also introduce
confusion.

If you go down that route, please be advised that stuff has been moved from
spdy/ to spdy/core/ in Chromium.

Incidentally, I think this change is safe to be split in half: since spdy code
does not rely on quic code (only the other way around), I believe that you can
land this CL as it is, and SPDY folks can land the other half of the internal CL
later.  It is up to you.

In any case, LGTM.
