Hi jialiul@,

Relanding this CL that got reverted yesterday after it broke the build. It
failed because of two variables not initialized in some contexts.

To make it easier to review, compare "Patch Set 4" (the one to land) with "Patch
Set 1" (the one that I landed yesterday and got reverted).

It was hard to replicate the issue, but I managed to find two bots in which the
patch failed (See win_chromium_rel_ng and win10_chromium_x64_rel_ng in "Patch
Set 1"). Please notice that, in "Patch Set 3" they are okay (only difference to
"Patch Set 4" is some log lines that I had added for debugging, but removed
later).
