Matt: Two proposed updates to triage instructions:
* Noting that doing Needs-Feedback evaluation before investigating
Internals>Network bugs may be a good workflow because it may raise more bugs to
investigate.
* A pointer to Eric's crash tool, with caveats.

I'm committed to neither, just soliciting your opinion in the form of a code
review :-}.

One other thing I'd like to document but I'm not sure where to put it: Using
"about:tracing toplevel" to see if a particular thread is being hammered by
tasks.  If you have ideas as to where that should go, let me know.

Are you thinking of something purely net focused, or more general?  That sounds
fairly general to me, so perhaps it shouldn't be in net/.

I'm thinking of something purely net focussed.  I raised this in separate email,
and I think that email is converging, so no need to worry about it here.
