[webnfc] Reject promise if passed timeout value is invalid

[webnfc] Reject promise if passed timeout value is invalid

According to latest changes in specification [1,2], when invalid
NFCPushOptions.timeout is provided to nfc.push function, promise
must be rejected with TypeError.
