I was going to move some of this code to the base class, but it's trickier than
I thought because we need to handle the country code special case. So I will do
that in another CL.

If you're interested, you can see https://codereview.chromium.org/2816083002 for
a sense of how I structured the validation in contact, and what this will
probably look like once I extract a base class. In particular, I gave up on
trying to do everything in one pass and found it much easier to structure. Feel
free to land as-is, though.
