Add extra headers argument so we don't pass headers in the body.

In the first implementation, we passed extra headers inside the body, a CR comment identified that it would be better to pass them separately, this change separates them out into a different input parameter.

This is related to https://codereview.chromium.org/2683493002/ which you
reviewed about two weeks ago.  The idea is the same, it is just adding an extra
argument for any user specified headers so they don't have to be sent as part of
the body.  Thanks!
