Remove ResourceFetcher::DeadResourceStatsRecorder

Remove ResourceFetcher::DeadResourceStatsRecorder

It was introduced in 2014 to measure how many dead resources are reused. It is
not as useful as it used to be because now dead resources are basically evicted
from MemoryCache (with some exceptions such as preloaded resources).
