lgtm for the parts I'm an owner for, though I don't understand whether the test
in HTMLCanvasElement::WillDrawImageTo2DContext is sufficient.

CC'ing qiankun.miao@ since there's a possibility that there's a problem in
CopyTextureCHROMIUM which is the root cause of these failures.
