Import XMLHttpRequest wpt tests.

Import XMLHttpRequest wpt tests.

Some Fetch API tests require bits from the /XMLHttpRequest directory. Some
of the tests are also required for correctly testing behavior after changes
to the Fetch and XHR specs.
