Remove layout tests that are now passing from FlagExpectations/site-per-process

These two tests have been passing on our bots for a while, and
flakiness dashboard is showing no flakes for either one.

Note that plugintypes-affects-cross-site-child-disallowed.html doesn't
appear to involve a CSP violation event, just the console warning, so
it probably was not part of issue 611232 (which is still broken).

I've prepared this a couple of days ago, aiming to land after our FYI infra
problems are resolved.  I might as well send it for review, since looks like
you're also cleaning up the filter. :)  Maybe we can even land this and monitor
via linux_site_isolation.  I've noticed these by looking at "expected to fail
but passed" list before the purple builds, such as

(I think the other tests on there are still flaky, but please feel free to
double-check)

I was just trying to respond to https://crbug.com/680201 / there was no
systematic effort.
