This server doesn't run perl. You'll need to convert this to a Python script.
Also, `x-blink-test-plugin` isn't a thing if you're not running `content_shell`
with the `--run-layout-test` flag. So.

I think it's probably a better idea to load
`/content-security-policy/support/media/flash.swf`. Flash isn't exactly a web
standard, but, it's a plugin that's supported in real browsers. :)
