This CL:
* Hides the subpage arrow when Bluetooth is disconnected.
* Fixes the dropdown text to 'Connect' for paired but disconnected

note: we've undone the "hide the subpage arrow when feature is disable" where
feature = autofill, passwords as part of privacy review

are there things (like previously paired devices?) that a user would want to
remove after turning off bluetooth?

No, those lists are not accessible when Bluetooth is disabled, they are managed
by the device driver itself.
