Note: this won't be pushed out until the newest COMPONENTS file is uploaded to
gs://chromium-blink-rename.

The non-COMPONENTS changes are just so I can actually test changes to the
COMPONENTS file. It's a little tricky, because we want to not break
compatibility of the run.py loader stub (since different people may have
different versions, but they all need to work with the latest version of
driver.py in the pylib)

Happy to answer any questions to clarify how this all works.
