Add NetLog for HttpStreamFactoryImpl::Job::DoInitConnection

Add NetLog for HttpStreamFactoryImpl::Job::DoInitConnection
so that if the connection initialization hangs NetLog will log the
behavior. This will help investigate bugs similar to crbug.com/700617 in
the future.
