Disable CrossProcessHistory and CrossProcessFragment with PlzNavigate.

Disable CrossProcessHistory and CrossProcessFragment with PlzNavigate.

These two tests were fully disabled due to flakiness. However, they
only flake with PlzNavigate enabled, so this CL enables them with the
current navigation code.
