The container div that replaced paper-header-panel needs position: relative,

The docs at
https://developer.mozilla.org/en-US/docs/Web/API/HTMLElement/offsetParent were
helpful understanding what offsetParent is. Without "position: relative" all
references to |this.offsetParent| within settings_main.js were pointing to the
wrong object (<settings-ui>).
