following that broke the build as-is:
* ContextCompat#startActivity (added in 25.0.0)

Updating customtabs/build.gradle fixes the problem.

PTAL.

* I needed to update my SDK so that a reference to
com.android.support.annotation.RestrictTo could be resolved.  Maybe this means
that we should update compileSdkVersion or buildToolsVersion?
* I updated the support-v4 version to something I found in Chromium
(https://cs.chromium.org/chromium/src/build/secondary/third_party/android_tool...)
but just took a wild guess.  Please correct me!
