Disable a few tests that started flaking after r460581.

The tests are:
WebNavigationApiTest.ForwardBack
LoginPromptBrowserTest.SupplyRedundantAuths
LoginPromptBrowserTest.CancelRedundantAuths

I'll investigate these to see if they're real failures or just test issues.
