This UseCounter is obsolete, so marking it as such to avoid confusion.

bokan, please take a look at UseCounter.h
mkwst, please take a look at histograms.xml

I'm seeing a presubmit warning, but running the script doesn't change
histograms.xml.  Is this change valid?

UseCounter::Feature has been updated and the UMA mapping needs to be
regenerated. Please run update_use_counter_feature_enum.py in
src/tools/metrics/histograms/ to update the mapping.

LGTM. We don't normally update `histograms.xml` when removing counters, but it
shouldn't hurt anything.
