[Chromecast] Fix assert failure + add test in SwapWithBounds path

GLRenderer::SwapBuffers cannot access current_frame() - it fails
DCHECK(current_frame_valid_).  Add a test to actually exercise the
SwapWithBounds codepath in GLRenderer.
