Disable SmartSessionRestoreTest.PRE_CorrectLoadingOrder consistently (flaky)

SmartSessionRestoreTest.CorrectLoadingOrder is already disabled on Mac,
but the PRE_ test isn't. Group the MAYBE_ defines for these together.
