Remove expectation for no-longer-slow canvas tests

Remove expectation for once-slow canvas tests

Remove the expectation for\
fast/canvas/canvas-hit-regions-event-test.html
because it's not slow any more, and break
fast/canvas/canvas-hit-regions-fallback-element-test.html
into 2 because it is still slow as a single test in Win.
