Update WebVR API based on prerelease 1.1 except window and navigator interface

Modifications :
 - Rename dictionary VRLayer to dictionary VRLayerInit, and update   
   related function declarations in VRDisplay interface.
 - Update VRDisplayEvent type, delete disconnect and connect according   
   to prerelease spec 1.1. This change won't affect current 
   implementation.
 - Miscs: VRDisplayEvent constructor must take VRDisplayEventReason.

WPT stuff lgtm. Does this have any effect on how the API is used? If so, you'll
probably have to update some of the layout tests in
third_party/WebKit/LayoutTests/vr.

Can you more clearly state what _is_ changing in the first line of the
description?

I'm not sure what "prerelease 1.1" means.
