(Reland) Add microdump_stackwalk target to chromium.android builders.

This will allow the testers to symbolize microdump crash logs.

Reverted this earlier since generate_breakpad_symbols.py script fails if
dump_syms is not built.

Also going to add a check in the recipes as well, so we don't run the symbolize
steps if this binary is not found.

lgtm, but we should figure out if these should really be listed as data_deps for
the individual test targets instead. 

Strictly speaking, they aren't necessary, but it's a lot more convenient if they
are included and they're not large targets.

Ack, committing this, but we can switch to test data_deps later if we think that
is easier to manage.
