Added a new utility function to clarify and simplify checking whether

There is no need for 
 base::AutoLock auto_lock(lock_);

because it is a read only function

A revert of this CL (patchset #1 id:1) has been created in
https://codereview.chromium.org/2745733002/ by kinuko@chromium.org.

The reason for reverting is: Speculative revert (will re-revert if false alarm)

To see if reverting this fixes CloudPolicyManagerTest breakage.

Was a false alarm, reverting the revert!
