Is it possible to include multiple components for frame_host?  It's associated
with at least UI>Browser>Navigation and Internals>Sandbox>SiteIsolation, and on
the other hand, I don't think Internals>Core is a good fit.  I'll also note that
both clamy@ and I are also in content/OWNERS, so we actually don't currently
need a separate frame_host/OWNERS.

Thanks for the comments! 

We would like to have at most one component for every OWNERS file. The
team/people associated with this component will be responsible to triage bugs
associated with this component. If multiple components are associated, we would
like to add the primary component. (I keep a record of these multiple
components, however, only the primary one will be shown in OWNERS files.) 

Since components of this directory is different from the one in content/OWNERS
(Internals>Core), I think it might be better to show COMPONENT explicitly in its
own OWNERS file. 

I'll wait for the follow up discussion and then update this cl.

frame_host really is about both UI>Browser>Navigation and
Internals>Sandbox>SiteIsolation.  From a practical perspective, most of the
people watching the Navigation component are probably also on SiteIsolation, so
if we can only list one, let's do Internals>Sandbox>SiteIsolation.

(And agreed that the entries for alexmos and clamy aren't needed anymore, now
that they're both content/ OWNERs.)
