Make NeedsReattachLayoutTree and ChildNeedsReattachLayoutTree getters const

Make NeedsReattachLayoutTree and ChildNeedsReattachLayoutTree getters const

This patch makes the needsReattachLayoutTree() and
childNeedsReattachLayoutTree() const. This mimics the needsStyleRecalc()
and childNeedsStyleRecalc() functions.
