Update media canPlayType() tests to be spec-compliant

Update media canPlayType() tests to be spec-compliant

RFC6381 (MIME Codecs and Profiles) specifies that a list of codecs must be
enclosed within double quotes. Updating the canPlayType() tests to do that.
