Move PwsClientImplTest to junit

Move PwsClientImplTest to junit

PwsClientImplTest does not need to be an instrumentation test, so this
change moves it from javatests/ to junit/.

In order to ease testing, this change also removes the constructor
parameter from PwsClientImpl.
