Add descriptions with examples to run-blink-* scripts.

Add descriptions with examples to run-blink-* scripts.

This change adds docstrings to these scripts, and prints out
these docstrings as description messages when -h is passed.

I think this should be 127.0.0.1:8000, since some tests depend on the fact that
127.0.0.1 is cross-origin. For example, if I run

out/Release/content_shell --run-layout-test
http://localhost:8000/security/cross-frame-access-get.html

I get a ton of failures.
