Add "customPropertiesApplied" metric to StyleResolverStats.

Add "customPropertiesApplied" metric to StyleResolverStats.

To see this in traces you need to opt into the blink_style
category. This metric will then indicate how many custom
properties are applied for each call to updateStyle.
