Support PermissionRequestManager for quota permissions on Android.

This patch makes quota permission requests on Android go through the
PermissionRequestManager when it is enabled.

I didn't find any tests for this permission, but I did manually check that it
works with the flag on.

Added a test. The permission unit tests for infobars don't yet work when the
PermissionRequestManager is enabled (it's of course off everywhere currently) so
I added an instrumentation test instead.
