Helpful message for not checking SupportsMultipleDisplays on Win7 tests.

"Multiple display test does not work on Windows bots. Please skip (don't
disable) the test using SupportsMultipleDisplays()"

Previously, this message only showed on Windows 8 if you forget to check
SupportsMultipleDisplays in a test with multiple displays. Now it shows
on Windows 7 as well.

Without this message, you get a much more confusing crash.

This was reverted in SVN 269081 (https://codereview.chromium.org/271973002). I
doubt it had anything to do with the failures (since it's just introducing a
DCHECK, and the failure was not this DCHECK). But since it's not urgent and a
lot of people are trying to land stuff for M36, I'll just wait until after
branch point to re-land.

Yes, I too agree that it was unrelated. It was just to help people who were
troubleshooting the massive failure by narrowing down the scope. Thank you for
understanding.
