Despite the directory name, I'm pretty sure everything here *is* UI. 

We could/should probably share ownership between this and ash/common/system, i.e
file://ash/common/system/OWNERS (or vice versa)

stevenjb, tdanderson, please take another look.

//ash/common/system will be collapsed into //ash/system in the next month or
two, so using file:// makes sense.

Most of system is UI stuff, but some of it talks directly to dbus services and
can be a little fiddly. I took out the "For UI" note -- tdanderson, feel free to
either review yourself or add other owners as you see fit.
