This fixes LayerTreeHostAnimationTestScrollOffsetAnimationAdjusted
by removing an expectation that depends on the ordering of the
first draw and the second commit, and isn't actually needed for
what's being tested.

This will be STARTING if the first draw hasn't happened yet. But it really
doesn't matter for this test, since it doesn't affect the initial and target
scroll offsets of the animation.
