Create platform/wtf, and add initial contents.

OWNERS and DEPS are copied from wtf/. Additionally, wtf/DEPS is updated so
platform/wtf can be referenced from wtf/ for redirection headers during the
transitional period.

platform/wtf does NOT depend on other platform stuff, so this
should be OK, dependency-wise.

core/
platform/others ---> wtf/ ---> platform/wtf ---> base/
                                                 (no other deps)

I added more rules to platform/wtf/DEPS so platform/wtf cannot
rely on other platform files.

Linking needs some consideration. I'd like to defer this for now
and revisit when I land initial ninja files later.
